Texas Child Care Subsidies Explained for Houston Parents

What the program is

Texas administers child care financial assistance through local Workforce Solutions boards using federal and state funds. In our region that is Workforce Solutions Gulf Coast, which covers Harris County and surrounding counties.

Families who qualify pay a reduced share of tuition based on income and family size, and the program pays the provider directly. The assistance is significant, often covering the majority of the cost.

Who generally qualifies

The specifics change and are set at the state and board level, so treat this as orientation rather than the final word. Broadly, eligibility depends on three things:

• ✓Income relative to the state median for your family size
• ✓Parents working, attending school, or in job training for a minimum number of hours per week
• ✓Children under 13, or older with certain disabilities

Priority groups

Demand exceeds funding, so there is often a waiting list, and some families are prioritized. These typically include children of military families, children experiencing homelessness, children in or aging out of foster care, children with disabilities, and teen parents completing school.

The practical implication is simple: apply as early as you can, even if you are not sure you qualify. A waiting list position costs nothing to hold, and circumstances change.

How to apply

Applications go through Workforce Solutions rather than through a daycare. Start at the Workforce Solutions office or website for your region and complete the child care assistance application.

You will need proof of identity, proof of income for everyone in the household, proof of the work, school, or training activity, proof of residence, and your children's birth certificates and immunization records. Gathering these in advance is most of the work.

Once approved, you choose a provider from those who participate in the program. Not every center does.

What Texas Rising Star means

Texas Rising Star is the state's voluntary quality rating system for providers who accept subsidies, with star levels reflecting things like caregiver qualifications, ratios, and curriculum.

If you are choosing between participating providers, the rating is a useful signal. It is not a substitute for touring the building and reading the inspection record, but it is real information.

Straight talk about our center

First Kids Academy does not currently accept child care subsidies. We are a private-pay center at $30 per half day and $50 per full day with meals included.

If a subsidy is right for your family, take it. Call us anyway and we will point you toward participating centers in Alief and Mission Bend rather than waste your time on a tour that cannot work financially. Getting your child into good care matters more than getting your child into our care.
